What should I do if my credit or debit card is declined and I know that the funds are available?
Make sure that the purchase you are attempting in clearing within the US. Many times, online merchants may clear through countries other than the US. Oregonians CU blocks all purchases originated outside of the United States. Verify that the purchase amount is within your daily limit. Generally, debit cards have a $1,500 per day limit. If after hours or on weekends, please leave a message and your call will be returned on the first business day.
How long does it take to get a new debit card when one is requested?
It generally takes 7-10 days for the card to arrive and an additional 3-5 days for the pin mailer to arrive.
What is the PIN Number for my debit card?
***Your PIN (Personal Identification Number) is a security code that allows us to verify that a request to access your account is authorized by you. Your confidential PIN prevents unauthorized use and ensures complete security when making transactions on your accounts.

EMV stands for Europay, MasterCard, and Visa. A micro-chip is embedded right in the card and provides an extra layer of fraud protection over traditional magnetic strip cards. With major retailers like Target and Home Depot making headlines as targets of security breaches and hackers, EMV technology works to keep your identity and personal information secure and offers added protection from fraud when making a transaction.
Why are EMV Transactions More Secure?
A Chip Card adds an additional layer of sophisticated fraud protection through an embedded microchip that turns card member information into a unique code when used at a chip-enabled terminal that is difficult to duplicate or copy. Why Does My EMV Credit Card Require a PIN?
Your EMV Chip Card has a PIN in order to provide you with the latest security features. Depending on the merchant, you may be required to enter this PIN to authorize your purchase and validate that you are the owner of the card. In order to keep your card secure, do not share your PIN with anyone or write in anywhere on the card.
How do I use a chip-enabled credit card?
When making a purchase at a merchant with a chip reader, insert the card into the reader and leave the card in the terminal while the transaction is processed. With merchants who have not upgraded to chip-enabled terminals, simply swipe the card as usual to make the transaction.

Can I report my lost or stolen credit or debit card on your website?
The best course of action is to immediately call 503.239.5336 or 800.982.2974 to report your lost, stolen or misplaced card. You will need to contact us during regular business hours to request a new debit card since our card processor is unable to request a new card for you. If you are reporting a lost or stolen credit card, our card processor will order a replacement card for you.

Is there a fee to obtain a PIN for my Visa Prepaid Card?
You may obtain a PIN by calling 866-760-3156, there is a $.75 fee to use this service. You may also obtain a PIN free of charge online by clicking HERE. Once you have registered your card, choose select PIN.
Are OCU cards compatible with Apple Pay?

How do I order a new debit card? I lost or misplaced my card.
Immediately call our Member Service Center at 503-239-5336 or 800-982-2974 to report your lost or misplaced card. If it is after hours, our recording will give you the option to report a lost or stolen card. Press the corresponding option and our card processor will block your card. You will need to contact us during regular business hours to request a new card since our card processor is unable to request a new card for you.

Am I able to call your number and activate my credit card or debit card?
Oregonians Credit Union staff is unable to activate your credit card or debit card for you. To activate your card, you will need to call the number that is printed on the sticker that will be on the card you receive in the mail.
Are there any tips you can provide to reduce my chances of card fraud?
There are several actions you can take to protect your personal information:
- Never provide any personal, bank account or credit card information to anyone who contacts you through a telephone solicitation. Instead, it is advisable that you obtain their phone number through an outside source or demand they mail you information so that you can further research the company.
- Destroy all ATM and bank receipts, old insurance forms, bank checks, expired payment cards and any other papers that include account numbers, identification or personal information. This includes pre-approved credit card solicitations! Thieves often search your garbage to find these forms and information and use it to apply for credit in your name.
- Be wary of promotional scams. Thieves may use phony offers to get you to give them your personal information.
- Secure personal information in your home. Treat payment card information like other important personal documents which should be stored in a secure place.
Set up an account alert to be notified immediately by email (or text) of any transaction amount above a specified dollar amount.
What is the difference between a credit card and a debit card?
Although you use a debit card much like you use a credit card, the method of payment is different. When using a debit card, you are using the money from your checking account. The amount of your purchase must be available in your checking account at the time the purchase is made. When using a credit card, you are borrowing money against your available credit line.You pay that money back with interest when you make your monthly payment.
Can I change my PIN number on my debit card?
There are two ways that you may change your debit card PIN number. You must know your existing PIN number in order to change it.

How can I change my name on my debit or credit card?

What if I make a purchase with my Visa Prepaid Card and it is denied?
If a decline occurs, the card's available balance is probably less than the purchase amount. You may inform the merchant of the remaining balance on the card and use another form of payment to pay the difference, subject to the policy of the merchant. Also, please be aware that some merchants - for example, restaurants, car rental agencies, salons, mail-order companies, and cruise lines - preauthorize for an amount slightly higher than your actual transaction to ensure sufficient funds for tips or incidental expenses. This amount is ""held"" until the transaction settles to your Prepaid Card. Only the amount you sign for will ultimately be deducted from your card. Use of the card at automated fuel dispensers requires that a specific minimum balance be available on the card, which is determined by the issuer of the prepaid card, in order to complete the transaction. For example, the issuer may require that there is a minimum balance of $50 on the card in order to utilize the card at an automated fuel dispenser. Again, only the actual amount spent will ultimately be deducted from the card.
Can I get my VISA credit card limit back?
To have your credit limit reinstated you must reapply and be approved based on current OFCU lending guidelines.
Can I apply for a credit card online?
What does 25 day grace period mean with regard to your Visa credit cards?
You will have a minimum of 25 days without a finance charge on new purchases if the total new balance is paid in full each month by the payment due date.
*This does not apply to cash advances.
What is a compromised card?
Receiving a letter that your debit or credit card has been "compromised" can be unnerving, to say the least. Unfortunately, this type of fraud is on the rise.
Still, a compromised card letter does not mean any fraudulent activity occurred on your account. By notifying you, Oregonians Credit Union is taking every precaution to ensure your account data is handled with the highest level of safety and security.
By definition
A compromised card means that information (e.g., card number, name) may have been obtained by an unauthorized source.Oregonians' systems were not compromised. In most cases, the breach occurs at a location that accepts or processes card transactions (e.g., merchant terminals, transaction processors or phishing).
Some considerations
If OFCU receives a report that your card information is compromised, we will take every step to ensure the security of your card. In some cases, we will reissue your card with a different number. In addition to the new card, we will send you an explanation letter with helpful frequently-asked questions.
Here are some additional considerations:
- OFCU is not given any details on when or where the compromise occurred
- Not all cards on an account may be impacted, as each member has a unique card number
- In order to ensure you are not inconvenienced, the old card remains active for a period of time
- Your PIN will arrive in two to three days; or, you may visit a branch to select your own PIN
- If you have automatic debits set up for that particular card number, you will need to contact the payees and provide the new card number and expiration date
- If OFCU ever suspects fraudulent activity on your account, we will contact you to analyze any unusual activity

The most important step is to activate your new card immediately, via the phone number provided on the sticker on the front of your card.

How do I track my Visa credit card transactions?
You can monitor your Visa activity from our website through online banking.
If my card is about to expire, when will I receive my replacement?
The expiration month and year on your card means your card will be active through the end of the very last day of that month. For example, if the expiration date is “12/26”, this means your card will work through the end of the day on 12/31/2026. Replacement cards are issued on the first business day of your expiration month. If your expiration date is “12/26”, your card will be re-issued on the first business day of December, 2026. Replacement cards are dropped in the mail the next business day and take 7 to 10 business days to arrive in your mailbox.
Long story short, you should expect to see your replacement card in your mailbox no later than 10 days before your expiration month ends. If you don't, please text us or give us a call so we can make sure you have a card in hand before your card expires.
How do I make credit card payments electronically?
You can set up electronic payments from your OFCU savings or checking account by accessing your Visa Card within our Online Banking system. Click on Visa Credit Card in your Online Banking menu to access your Visa credit card account.
How do I request a Visa Credit Card?

Is there a grace period on your VISA credit card?
There is a 25 day grace period on all purchases. Payments made more than 10 day after the due date are assessed a late fee of 5% of the delinquent amount with a minimum charge of $5.
Do you have a reward program on your credit card?
We do not offer a reward program on our VISA cards. However,the list below shows the many great benefits for each cardholder.

How do I cancel my Visa credit card?
If you need to cancel your Visa credit card due to theft or loss, please call us at 800.982.2974. If you want to cancel the account for any reason other than loss or theft, a written, signed, & dated request will be needed which can be submitted by fax or mail. Please ensure that you: cut the card up into several pieces before discarding. contact the appropriate companies to cancel any pre-authorized charges on your account. All features and benefits of the card such as online access and insurance coverage will cease. A monthly statement will continue to be sent until the balance is at zero.
Are there cash advance checks that come with the Visa credit card?
We do not offer convenience checks for Visa credit cards.
Can I use bill pay to make a payment on my credit card?
Yes, but the easiest way to make a payment on an Oregonians CU credit card is through the LOAN PAYMENT option inside of Online Banking.
Can I make a purchase on my Prepaid Visa Card that is larger than the balance on my card?
Yes, simply pay a portion of the purchase with the available balance on your prepaid card then request to pay the balance of the purchase with cash, check, or a credit/debit card.

Debit Overdrafts - How can they happen?
The most typical ways a Debit Card can result in an overdrawn account are:
1. Floor limits - At certain retail locations such as fast food restaurants, merchants require fast checkout and therefore VISA does not require pre-authorization for transactions below a certain dollar amount, a floor limit. OFCU cannot refuse these types of transactions even if there are insufficient funds to support the dollar amount.
2. Forced-posted transactions - In some situations, for example, when the Point of Sale (POS) terminal is unavailable, a merchant manually processes the transaction without acquiring a required pre-authorization approval. OFCU can initiate charge-backs to recoup funds in these cases but only if the member did not authorize the transaction at the point of sale. In any case the chargeback process costs $25 per item. The cost of processing large numbers of low dollar overdrafts isn't practical. Repeated overdrafts of this type can result in the closure of the members account and the reporting of that closure to Check Systems which could impact your ability to open a deposit account anywhere in the country. In other words, members should maintain a register based on the actual transaction amount, not just look at the available balance.
3. Expiration of the authorization hold period - An authorization hold is the practice within the industry of authorizing electronic transactions and holding this balance as unavailable either until the merchant clears the transaction (also called settlement), or the hold period expires. Typical holds are 5-7 days. If a merchant's clearing (settlement) transaction is not received before expiration of the hold period, the funds are released. If a cardholder is in the habit of looking at the available balance rather than keeping a register, they may assume the item in question has cleared and spend the amount in question. The merchant who has received a prior authorization on the transaction amount must be paid when they submit the settlement transaction which can result in an overdraft. This is typically a problem with smaller retailers who may submit their settlements in a batch process that is not automated.
4. Posting delays - Certain types of merchants, such as hotels and car rental agencies, do several pre-authorizations over a period of time and then post a valid single transaction by adding all pre-authorized transactions together. In these cases, the merchants request multiple reauthorizations in small increments and then post a clearing transaction that includes all the pre-authorized amounts. Sometimes by the time the settlement transaction is posted, the cardholder has already spent the money elsewhere.
5. Settlements exceeding initial authorization- This usually occurs in situations involving hotels where the pre-authorization transaction is less than the posted transaction. For instance, a cardholder may register and be pre-authorized for a 3-night stay at a hotel while actually staying 7 nights and being billed accordingly. Or they may charge significant amounts to the room. If a cardholder is used to looking at their available balance rather than keeping a register, they will not anticipate the effect of the 7 day stay rather than the 3 days.
6. Outside the Rules - Finally there are those retailers that intentionally work outside the rules in an effort to maximize their profits. They neither use floor limits nor authorizations. They simply run the transaction through without even verifying the card is active. As long as the card has not exceeded its expiration date, they will run the transaction. They do this because they know the cost of a chargeback is $25. They are counting on the fact that no institutions will spend $25.00 to recover a low dollar amount charge. Institutions can be forced to pay these amounts even when the card has been shut down.
A few simple ways to avoid overdrafts:
Step 1 -Link your checking account to a Line of Credit or Savings account. When you know your checking account balance isn't enough to cover pending transactions, you can rely on OFCU to transfer funds immediately to prevent an overdraft. OFCU can even pull from your saving account balance before using your Overdraft Line of Credit.
Step 2 - Record check, debit card, and other account transactions daily. Use a good old-fashioned check register or a more contemporary computer program such as Quicken.
Step 3 - Use online banking or daily MyAlerts via online banking but do not simply rely on the available balance to ensure you will have sufficient funds available for any given transaction. Use online banking to keep your check register up to date.
Step 4 - Confirm that electronic deposits such as payroll have actually been credited to your account rather than assuming the credit has been posted. OFCU posts payroll and other electronic deposits on the morning of the transactions effective date.
I am traveling internationally and am concerned that I will be vulnerable to fraud or that my debit card will be stolen. What options are available?
Traveling is always an adventure, and withe very adventure comes some risk. When that risk includes the possibility of a lost or stolen debit or credit card, however, it is wise to look for alternative methods of payment. One of the lowest-risk options is the General Purpose Reloadable Prepaid Card. These cards are Visa-branded, so they can be used anywhere that accepts Visa, and, unlike a debit card, they are not connected to a checking account. Plus, a prepaid card can be suspended immediately, if the card is lost or stolen by way of the website. Contact us to ask us about PrePaid card options
What is a card data breach?
A card data breach occurs when credit or debit card information is obtained from a payment systems processor by unauthorized users.
We will notify you if your card has been compromised as the result of a data breach.

We monitor member accounts for unusual activity. In addition, we encourage members to regularly check their accounts via Online Banking, and Mobile Banking.
We also highly recommend that members setup our free Account Alerts to help monitor account activity.
If you notice fraudulent activity, please notify us immediately. It is not necessary to block your debit or credit card unless you notice fraudulent activity – or if we notify you that your card has been compromised.

Is there a charge for a new pin number ordered for a Visa debit card?
There is a fee of $5 to reorder a pin number after the second request. Please allow 7-10 business days to receive the pin by mail.
If you know your current pin number and would like to change it, you may do so at an Oregonians ATM or call us.
What are the daily limits for a debit card?
For security purposes, the standard daily limits for debit cards are:
- $2000 total per day (24 hour period), $515 of which can be ATM withdrawals.
- 15 transactions per day (24 hour period)
*Limits may be lower than the standard on a case by case basis.
How do I dispute a charge(s) that appears on my debit card?
All disputes must be taken to the merchant in an attempt to correct the situation. In the event that the merchant can't help, a signed letter from the cardholder must be sent to us at: Oregonians Credit Union 6915 SE Lake RD Milwaukie OR 97267 Attn: Card Disputes. The letter must include: Cardholder's name and signature, Credit Card Number, Transaction Amount(s), Purchase Date(s), and Merchant Name(s), Explanation of why you are disputing charge(s), What steps have been taken to resolve the dispute with the merchant, Include copies of any pertinent documentation to help prove cardholder's case (receipts, brochures, proof of return, etc.) Please allow at least 10 business days to begin processing. The entire dispute process may take up to 210 days.

Can I use my Oregonians Visa credit card to get cash at an ATM?
Yes. You can use your Oregonians Visa credit card at an ATM for cash advances of up to $200 per day. All you need is your card and Personal Identification Number (PIN) - the secret code that lets you access your account from an ATM.
Is there a fee to use my Visa Prepaid Card at an ATM?
Oregonians ATMs will not charge a fee. Non-OCU ATM usage will be subject to the fees for that machine. Getting cash back at grocery stores (point of sale machines) is also a free way to get cash.

The life of a Visa transaction
Merchants, cardholders, and financial institutions are all connected with Visa's advanced network, offering you the assurance of secure transactions and timely payments.
But what exactly happens from the moment you accept a customer's Visa card to the time you receive payment? See exactly how the Visa payment process works.
Key players
Every Visa card transaction involves multiple parties. The following definitions will give you a good understanding of who's who in the transaction process.
Cardholder: an authorized Visa user.
Issuer: a financial institution that issues Visa cards and maintains a contract with cardholders for repayment.
Merchant: an authorized acceptor of Visa cards for the payment of goods and services.
Acquirer: The acquirer (financial institution or merchant bank) that contracts with the merchant for Visa acceptance and enables Visa card payments from customers.
Visa: the consumer payment system, whose members are the financial institutions that issue Visa cards and/or sign merchants to accept Visa.
VisaNet: an advanced network that acts as an Authorization service for Visa card transactions, as well as a Clearing and Settlement service to transfer payment information between parties.
A two-part process
Processing a Visa card transaction involves two stages: Authorization, where an electronic request is sent through various parties to either approve or decline the transaction; and Clearing and Settlement, where all parties settle their accounts and get paid.
What is the fee for foreign transactions made with your Visa credit or debit card?
The fee is 1% of the transaction amount. An International Service Assessment Fee (ISA) is a foreign transaction fee charged by Visa. Since all transactions on U.S. issued credit cards are billed in US dollars, Visa converts any purchase or cash advance amount made in non-US currency outside of the US, Puerto Rico, or the US Virgin Islands into US dollars and applies a 1% processing fee. Purchases and cash advances made in US dollars outside of the US, Puerto Rico, or the US Virgin Islands are subject to a Visa fee of .80% for cross-border processing. These ISA fees are displayed as separate line items along with corresponding transaction details on member statements.

What is the maximum limit on a Credit Card?
If there is no other unsecured debt with Oregonians Credit Union and the request is approved, the maximum credit card limit is $20,000.
Can I use my credit or debit card internationally?
If you'll be travelling outside the U.S., you can submit a travel notice in digital banking. Please submit this notice at least 1 business day before you arrive so we have enough time to get your card(s) setup.

How can I get a payoff on a Visa Credit Card?

Why did I receive a call from your Fraud Detection Center about activity on my debit/credit card?
Oregonians Credit Union has a fraud prevention program in place to prevent or minimize debit/credit card fraud.
The Fraud Detection Center uses individual card-holder transactions and merchant data to detect potential card fraud. The Fraud Detection Center may be alerted from time to time by attempted transactions that are considered out of the ordinary.
If the Fraud Detection Center has been alerted to an unusual transaction you will receive a phone call to verify that the transactions are not fraudulent. The phone numbers for the Fraud Detection Center are 800.262.2024 (live rep) and 877.253.8964 (automated).
You will be asked to verify your identity by answering several security questions. These types of courtesy calls will never ask for your card number or account number. Please visit our fraud page for information on ""phishing"" and other scams.
Can I make an advance on my credit card at a branch?
Yes, you may visit any of our branches to make an advance on a Visa credit card. This service is available to OCU members only. OCU Visa credit card cash advances are subject to a 2% counter transaction fee. This fee can be avoided by taking the advance at an ATM. The cash advance limit at an ATM is $200. Non OCU Visa credit card cash advances are subject to the fees charged by the issuer.
Can I have my card order sent by overnight delivery?
Yes, you may have your card order sent by expedited delivery for a fee. The fee for this service may vary by carrier. The minimum charge is $55 per piece. For example, $55 for the card and $55 for the pin mailer. It may take up to 2-3 business days for the card/pin to arrive depending on the time of day the request is made. The receiving address cannot be a PO Box and a person must be present to sign for the delivery.
What happens if I need to return an item I paid for with my Visa Prepaid Card?
Each merchant location has its own return policies and will handle the returns in the same manner as any other Visa transaction and may take up to 7 business days to be credited to your Prepaid Card. They may credit your Prepaid Card provide a cash refund, or a store credit.
How do I find an ATM to use my Visa Prepaid Card at when I travel, especially overseas?

How can I close my VISA account?
Please mail us a written request including your signature, member number, and the last 5 digits of your VISA. All persons on the VISA account must sign the request. Is there a limit on the amount of cash that a member can advance on a Visa credit card?
The cash advance limit is the card limit or available limit if the advance is done in person. There is a 2% over the counter transaction fee. The cash advance limit at an ATM is $200.
VISA How does a Visa Prepaid Card work?
It's a re-loadable prepaid Visa debit card, which means you can spend up to the value placed on the card anywhere Visa debit cards are accepted. You can shop in stores, online, over the phone, and by mail order. You can get cash at Visa/PLUS ATMs worldwide. Each time you make a purchase, the amount of that purchase is automatically deducted from the card.
Where do I send my credit card payments?
Your VISA Credit Card balance will now show in your online banking summary, just like other loans show on the system. The 'Loan Payments' option in online and mobile banking may now be used to make your monthly payments.

What are your credit card eligibility requirements?
Membership is the first requirement. Credit cards are approved using the same guidelines that are used for a Consumer Loan. A credit report will be ordered, income and ability to repay will be needed and current debts will be considered when making a decision.
